Senator Win Gatchalian on Thursday pushed for the passage of a regulation that can give legalize the operation of TNVs (transport community automobiles) like Uber and Grab.
He filed final yr Senate Bill 1001, or the Transportation Network Services Act, which lays down the operational tips for the event and regulation of the TNVS (transport community car service) sector.
SB 1001 has been pending with the Senate Committee on Public Services since August 2016. It defines the character of transportation community firms (TNCs) and TNVs and their classification as widespread carriers.
“I filed a bill to legitimize itong TNVS kasi nga nakikita ko na dahil bagong anyo itong TNVS walang legal personality. In fact, ‘yung mga circulars ng LTO (Land Transportation Office) papalit-palit rin to accommodate them,” Gatchalian mentioned.
“Di rin nila alam kung sila ba ‘yung operator or software provider. So, itong bill na ito will give a legal personality to the TNVS and it will legitimize the TNVS,” he mentioned.
He added, “It will also spell out liabilities of the TNVS because sinasabi ng TNVS na ‘software’ lang kami wala kaming liabilities sa passenger’ which I don’t agree.”
