Senators want an admission from Justice Secretary Vitaliano Aguirre II on whether or not he acquired instruction from President Duterte to downgrade from homicide to murder the charges filed against the principal suspects within the killing of Albuera, Leyte Mayor Rolando Espinosa Sr., Sen. Francis “Chiz” Escudero stated Tuesday (June 27).
“That’s what we want to hear from him, I guess because he might say ‘you know I agree with you but I was instructed by my boss’ and in this case, his boss really is the President,” the senator stated in an ANC interview with Karen Davila.
Escudero was referring to Aguirre’s statements, on the time when the Senate was investigating the Espinosa case, describing the acts dedicated by Supt. Marvin Marcos and 18 different co-accused as constituting a premeditated killing or homicide.
“Remember, you have to understand, his (President Duterte’s) secretaries are his alter-egos. It’s as if he’s the one deciding in that department, only that he can’t handle all of the pieces of all these departments at the same time. (But) since they serve at the pleasure of the President, they are co-terminus to the President, they will naturally obey whatever it is that he wants, right or wrong,” he added.
And if he disagreed with Duterte, Escudero stated Aguirre ought to resign.
“But apparently he doesn’t want to resign or he agrees with the President, whichever way,” he stated.
As an appointee of the President, Aguirre serves on the Chief Executive’s pleasure so it’s fairly pure for him to obey his boss and if he disagrees, he ought to depart the Cabinet, stated Escudero.
