Defense and safety officials didn’t recommend the declaration of martial legislation in Mindanao regardless of the menace posed by the Maute group, senators from the minority bloc claimed Tuesday (May 30).

Senator Antonio Trillanes stated protection and safety officials made the admission through the closed door briefing held on Monday (May 29) on the Senate.

“Wala silang ni-recommend, dumating lang yung information na nag-declare ng martial law kaya they implemented it. maliwanag yung tanong eh sa kanila, ‘kaya nyo bang i-contain itong Maute without martial law? Yes.’ ‘Was there ever a time that they lost control of the situation? Wala.’ Finally isang tanong is ‘was there any threat that Marawi will be dismembered from the Republic? Wala’,” he stated.

Minority Leader Franklin Drilon, together with Senators Bam Aquino and Risa Hontiveros backed Trillanes’ declare, saying the Armed Forces of the Philippines (AFP) officials informed them that authorities troops can simply defeat the Maute group even with out martial legislation.

“Yun nga lang nakapag desisyon na si Presidente. So obligado silang mag implementa. So all the more na kailagan namin na i check and balance iyon at si Lorenzana nagsabi nun, pero sya rin nag affirm na dahil nag decide na si Presidente, hindi a dumaan sa calling out powers. So obligado sila (to implement it),” Hontiveros stated.

Drilon seconded her assertion saying that when the query was requested pointedly by Trillanes if the federal government can include Maute group with out martial legislation, “the answer of (Defense) Sec. (Delfin) Lorenzana was ‘yes we can’.”

“In fairness to those who presented yesterday, napanatag yung loob namin na kaya talaga ng AFP na masugpo itong problemang ito. That I will say as much, we were comforted by their presentation and that their assurance that within the week, they will be able to bring Marawi and Lanao del Sur to normalcy. That is a commitment,” Aquino stated in backing up such claims.

Trillanes additional stated that within the presentation made by the AFP, there have been no dialogue about martial legislation when army officials mentioned the background of terrorist teams in Mindanao.

“Kaya nga after nung security briefing, lalong nabuo yung aking paniniwala na kaya ito ng AFP,” he stated, including that the explanation why they’re insisting on calling for a joint session is as a result of they’re assured that the general public might be enlightened the second they understand that martial legislation mustn’t have been resorted to within the first place.

“Ako personally sabi ko nga right from the very start, I maintain that kaya ito ng AFP without martial law. Pag binigyan mo ng martial law ito wala naman madadagdag sa powers ng AFP, hindi sila suddenly magiging superman. AFP pa rin sila na kulang sa intelligence funds, sa mga sundalo so it’s the same. Kaya nila yung Maute kahit walang martial law,” Trillanes stated.

Immediately after the closed-door briefing senators held with high safety and protection officials Monday night time on the higher chamber, Sen. Francis “Kiko” Pangilinan stated they got assurance that authorities troops will be capable of neutralize the scenario by the top of the week.
