A regional police drive is constructing a community of civilian spies to focus on suspected criminals, rebels and “unfamiliar faces”.
Called the “Community Mobilisaton Project” (CMP) the scheme is being launched in the area of Calabarzon, which incorporates Cavite, Laguna, Batangas, Rizal and Quezon.
