How can one inform if corruption remains to be rampant on the Bureau of Customs?
For Sen. Panfilo Lacson, simply ask the BOC commissioner if the “Friday 3 o’clock habit” remains to be alive.

“Kasi doon ang partehan. Di ka makakagawa ng appointment sa any BOC employee or official ng Friday ng 3 p.m. kasi lahat sila nagiipon-ipon, nagpapartehan,” he added.
But he mentioned he has but to ask incumbent BOC commissioner Nicanor Faeldon the query as Faeldon has not but made a courtesy name to him.
Lacson mentioned that if the decision would push by, he would ask Faeldon the identical query.
“Yan ang litmus test para sa akin. Pag sinabi niyang nawala ang 3 o’clock habit ibig sabihin nagrereporma. Pag may 3 o’clock habit e di may partehan. Ibig sabihin institutionalized ang corruption. Yan ang masama roon,” he mentioned.
