Former Agrarian Secretary Rafael Mariano on Wednesday blamed the “landlords” and “big businesses” for the rejection of his appointment to move the Department of Agrarian Reform (DAR).

Majority of the members of the bicameral Commission on Appointments (CA) voted to reject the appointment of “Ka Paeng” after assessing his views and actions on the federal government’s agrarian reform program.

He ignored media question whether or not he already anticipated the results of the CA deliberation.
