The return to lively obligation of Superintendent Marvin Marcos and others linked to the killing of Albuera Mayor Rolando Espinosa final November could have deep penalties, Sen. Panfilo Lacson mentioned Sunday.
Lacson, who headed the Philippine National Police from 1999 to 2001, mentioned Marcos’ case will embolden rogue cops to demand discipline assignments.
