President Rodrigo Duterte needs Congress to expedite deliberations on the measure that can formalize the creation of a brand new political entity that can substitute the Autonomous Region in Muslim Mindanao (ARMM).
Duterte on Monday (July 17) stated he’ll certify the proposed Bangsamoro Basic Law (BBL) as urgent.
“Yes, certify. And I have requested both the Senate President and the Speaker to consider it immediately,” he instructed reporters after the submission of the draft BBL to him in Malacañang.
While Duterte was conscious that discussions of the bill take time in Congress, he stated he needs lawmakers to “hurry up so we’ll have something to show to the people at least before the year ends.”
In his speech on the turnover ceremony, the President expressed hope that the proposed BBL’s passage will “bring forth healing and reconciliation to the historical injustices committed against the Bangsamoro people.”
He vowed there can be no objections to the bill as lengthy as its provisions are constitutional.
