A concerned citizen who witnessed the crime at a distance told him that his mobile phone was passed to a  nearby woman. The OFW grabbed her arm until he retrieved the mobile phone. The police said that there are several  complaints about the place of rampant pickpocketing incidents. The only problem is that, after the victim has retrieved their belongings, they do not file and pursue the case anymore. For that reason, the pickpockets are still out of the prison and roaming everywhere looking for their prey. Pickpocketing was recorded a hundreds of years back and is still exists in our modern times in any part of the world. Chainrai is more likely to give what the defense lawyer was asking saying that  Mania committed the same offense in 1991 for which he was convicted  and that he  changed his identity to breach his deportation order.  “The sentences will neither be concurrent nor consecutive, but will overlap,” Chainrai said.         Mania was sentenced to 12 months in jail for the first charge of attempted theft,. For the second he got a 27-month jail sentence to take effect after the third month of the first sentence,  a total of 30 months imprisonment sentence.   Mania and Ortega were arrested on April 25 last year after allegedly trying to pick the wallet of a certain Mr Wong, an MTR passenger who they followed from the Jordan station to Mongkok. Mania waited since Dec 9 for his sentence as Chainrai said she wanted to wait for the outcome of the trial of his alleged partner, Ortega, before sentencing the first defendant.  Mr. Wong noticed the attempt while Mania had his right hand in Wong’s backpack and called the police leading to the arrest of the two suspects were  in Cheung Sha Wan Station.   Mania pleaded guilty to both charges laid against him at the start of the hearing on Dec 9, while Ortega pleaded otherwise to the  attempted theft charge.   Mania was issued a deportation order on Mar 2, 1992 after serving a sentence for an earlier theft conviction, according to the prosecution.   Ortega was acquitted of the charge immediately the following day.  About a month later, Ortega approached the Consulate’s assistance to nationals section to apply for a legal aid  with a thick wad of forms to fill out . If you will travel anywhere in the world from the Philippines, you must be aware about the travel tax that you need to settle before your flight.  What is a travel tax? According to TIEZA ( Tourism Infrastructure and Enterprise Zone Authority), it is a levy imposed by the Philippine government on individuals who are leaving the Philippines, as provided for by Presidential Decree (PD) 1183.   A full travel tax for first class passenger is PhP2,700.00 and PhP1,620.00 for economy class. For an average Filipino like me, it’s quite pricey. Overseas Filipino Workers, diplomats and airline crew members are exempted from paying travel tax before but now, travel tax for OFWs are included in their air ticket prize and can be refunded later at the refund counter at NAIA.  However, OFW dependents can apply for  standard reduced travel tax. Children or Minors from 2 years and one (1) day to 12th birthday on date of travel.  Accredited Filipino journalist whose travel is in pursuit of journalistic assignment and   those authorized by the President of the Republic of the Philippines for reasons of national interest, are also entitled to avail the reduced travel tax.           For privileged reduce travel tax, the legitimate spouse and unmarried children (below 21 years old) of the OFWs are qualified to avail.
