The Makabayan bloc within the House of Representatives filed right now House Resolution No. 1279 strongly condemning the “extrajudicial killing” of 19-year-old Carl Angelo Arnaiz and calling for an instantaneous congressional probe into the case.

The decision cited the findings of the Public Attorney’s Office Forensic Laboratory Services, which discovered proof of torture, saying that the killing was executed “execution style” with “very obvious…intent to kill,” not simply to incapacitate the sufferer.

The lawmakers stated Arnaiz’ death is just like the case of Kian delos Santos, one other youth killed in Caloocan City throughout the police “One Time, Big Time” operation in opposition to drug suspects.

“Both (incidents) occurred in Caloocan, and both (victims) came from poor OFW families and were supporting their meager family incomes by maintaining a small sari-sari store,” they stated.

They stated the 2 incidents bear the marks of an extrajudicial killing, as the 2 boys had been accused by Caloocan policemen of being drug suspects, claiming they had been killed for combating again throughout a “shootout.”

“It appears that Carl Angelo Arnaiz is another victim of the so-called ‘war on drugs’ of the administration of President Rodrigo Duterte which is being waged in total disregard of due process and rule of law and has already claimed thousands of lives,” in accordance with the decision.

The decision was signed by ACT Teachers Party-List Rep. Antonio Tinio and Rep. France Castro, Bayan Muna Rep. Carlos Isagani Zarate, Gabriela Women’s Party Rep. Emmi de Jesus and Rep. Arlene Brosas, Anakpawis Rep. Ariel Casilao, and Kabataan Rep. Sarah Elago.
