As promised by Justice Secretary Vitaliano Aguirre II, the Department of Justice (DOJ) has issued a decision recommending the indictment of 19 policemen for the death of Albuera, Leyte Mayor Rolando Espinosa Sr.

The DOJ panel of prosecutors has launched a decision in search of the indictment of Supt. Marvin Marcos for two counts of homicide for the death of Espinosa and fellow inmate Raul Yap in the course of the November 5 police operation throughout the Baybay City, Leyte sub-provincial jail.

Apart from Marcos, these indicted for two counts of homicide had been Sr. Insp. Deogracias Diaz III, SPO2 Bejamin Dacallos, PO3 Norman Abellanosa, PO1 Jerlan Cabiyaan, Chief Insp. Calixto Canillas Jr., Sr, Insp. Lucrecito Candilosas, SPO2 Antonio Docil, SPO1 Mark Christian Cadilo, PO2 Jhon Ruel Doculan, and PO2 Jaime Bacsal.

On the opposite hand, these indicted for one rely of homicide for killing Espinosa had been Supt. Santi Noel Matira, Chief Insp. Leo Laraga, SPO4 Melvin Cayobit, and PO3 Johnny Ibanez.

Also charged for one rely of homicide, this time for killing Yap, had been SPO4 Juaniato Duarte, PO1 Lloyd Ortigueza, Sr. Insp. Fritz Blanco, and PO1 Bhernard Orpilla.
