Magdalo partylist Rep. Gary Alejano referred to as on the Commission on Audit to conduct a particular audit on all housing projects beneath the Yolanda rehabilitation and restoration program through the two-day inquiry of the House committee on housing and concrete improvement in Tacloban City final August 31 and September 1.

“I requested for a COA Special Audit to look into the status of the housing projects under the Yolanda program and especially to validate reports of subcontracting scheme in the implementation of the housing projects and use of substandard materials in the construction. Aside from the COA Special Audit, I also moved to require the NHA to provide the pertinent documents regarding the anomalous and substandard housing projects,” Alejano mentioned.

He requested the National Housing Authority to supply an inventory of contractors awarded projects in addition to the quantity, location and standing of development of projects, the Statement of Allocation and Obligation, and monetary and bodily stories.

Alejano cited stories of an anomalous subcontracting scheme involving Yolanda housing projects whereby successful contractors or bidders of NHA projects faucet native subcontractors for the projects. He mentioned subcontracting will not be allowed particularly with out categorical permission from the NHA. He believes this scheme largely precipitated the delay in implementation and using substandard development supplies.

He mentioned: “Almost all projects under the housing program are still in different stages of construction. Meron pang tumigil ang constructions dahil wala ng pasahod sa manggagawa. Almost 4 years after Yolanda but the victims are still waiting for their houses.”
