Senate Majority Leader Vicente Sotto III expressed outrage over the beheading of a Filipino soldier kidnapped final week by the Abu Sayyaf group (ASG) and known as on President Duterte to take into account waging an all-out war and annihilate the infamous kidnap for ransom group.
