Thousands of Overseas Filipino Workers (OFWs) could not leave the country, especially those who are bound to Kuwait after Department of Health (DOH) ordered the closure of eight medical clinics.  These clinics were exclusively accredited by Ministry of Health of Kuwait through the Winston Q8 Certification Solution Agency.  With the suspension order, thousands of OFWs bound for Kuwait and other countries could not undergo the required medical examination.

As of the second, the medical clinics has already filed a petition for certiorari with prayer for momentary restraining order.

They are asking the courtroom of appeals to put aside the preventive suspension order signed by Health Secretary Paulyn Ubial, Undersecretary Mario Villaverde, and Assistant Secretary Agnette Peralta, telling the clinics to stop and desist from working their enterprise indefinitely.
